    Scene 2 of act 1 begins with Claudius telling Hamlet how he lost his own father and had to mourn him, but later had to overcome that pain to marry Gertrude (The Queen). The scene ends with Claudius reminding Hamlet that over-mourning is foolish and detrimental to his own heart. This excerpt shows perfectly what he was trying to make Hamlet understand. They all had to mourn their fathers, but for a reasonable time to then move on. Therefore, the best answer here is the second one (It is time to stop grieving).
