This is the only example that sets a concrete goal, with a concrete end (to be able to determine if the goal is achieved), that is far enough in the future. In the first example, the goal is to begin something, so there is not a very good way to measure if it has been completed. The second example is concrete, but is (probably) not long-term, and depends on how others do, making it a difficult personal goal. The final example is very short term, so the best answer is 3.
