If I had to guess, the government is probably very similar to the Dark Ages in history where the monarchs would keep people away from education so nobody would never or could ever rise in power besides the monarchs, tyrants or dictators. With books, comes education and with that gives us many opportunities, as well as power over those who can't read or write
