What tone does this passage convey?

Shelley's cell phone was not working, so she called her cell phone company from a pay phone. After waiting for nearly ten minutes, the representative informed her that her phone might not be fixed for five days. Shelley replied, "You have to be kidding me. With all the technology you have and with all the money I pay, you can't figure out what's wrong with one cell phone?"

    Satirical Or Angry, It can be either, Though she doesn't sound angry

    The tone in that passage conveys satire. This is my thought since the woman is using sarcasm.
