    I agree with the other person - the correct answer is B. She feels included but still out of place in her new country.

    Given that she just moved to America, she can't expect to become an American right away. It will take her some time to get accustomed to her new country and to start feeling like home. Since this is just the beginning, she hasn't reached that stage yet.
