How Maxwell, Norman, and the shabby stranger each viewed the city of Raymond in the novel "In His Steps"?

Maxwell thinks the city is a religious city because he is the head of the ministry church. Norman is a news editor so he believes the city is full of quiet people who live in the word of jesus, so he excludes any news that is bad to him to the people that believe and follow "what would Jesus do?".
