    C is correct, but the subject is not a compound one, so it is not correct.

    A is really awkward, but it's not wrong.

    B is the correct answer because it is a compound subject.

    Surfers AND sunbathers gathered on the beach. The and joins 2 nouns surfers sunbathers are the two nouns.
