What does Old Man Warner think of the lottery?

He believes the lottery will bring the town good harvests. He even goes out to say that other surrounding towns are crazy for stopping the lottery tradition, claiming that they will fall into chaos and barbarianism if they stop the lottery (because that will lead to bad crops).
