    The answer is the is in letter C. The commas seen in the third option is properly placed in order to emphasize ideas. Take for example the first comma after Mr. Kurtz that signifies that the man they were talking about is Mr. Kurtz and nobody else. The second comma stresses that Mr. Kurtz is the oldest resident of the place.
