The two perspectives are of the maiden and the sailor. They each view the sea in different ways. The maiden is content to walk the shoreline and gaze at the grandeur of the sea. She prefers to be away from the sea when it is rough and stormy. To the sailor, the sea is his livelihood. He must work the sea in all kinds of weather. It is not enough for him to admire the sea: he must also respect it.
