    C. Have you ever wanted to play tag with the whales?

Choice C is the best choice as a "hook" to catch the reader’s interest in reading your essay. First, it is directed to the reader as an invitation to get involved. Secondly, it gives a new insight that whales can also be playful like dolphins. Thirdly, whales although not really as threatening as sharks are huge animals. To play tag with them would be very challenging and an almost impossible thing to do. Choices A and B are just declarative statements that inform and do not have an emotional connection to the reader; while D can be used as a supporting statement to choice C.
