If we are to express the given lines of a poem into simpler terms then, we have the first two lines paraphrased as: The heat of the sun could dim a person’s complexion that his or her fairness declines.

The third and fourth sentences can be combined and paraphrase as such: Our nature has changed a lot and that it is directed towards detrimental effects to the public.
