In those days there were high hopes and unbounded confidence that the wars were over, and that the League of Nations would become all-powerful. I do not see or feel that same confidence or even the same hopes in the haggard world at the present time.

    The best phrase that describes Churchill’s purpose for including this passage in his speech is to forewarn that there is no guarantee that people are capable of ending war. He have thought that as long as people push for their selfish agenda, then no peace will be achieved and war will continue as what is presently happening in some countries.
