Garrett Hongo could very possibly have written the poem "The Legend" after an unknown man who was shot on the street in Chicago. Readers don't necessarily assume that it was written about someone he knew. There is no way of knowing that answer without asking Garrett Hongo.

the man who was shot in Chicago.

This option makes most sense since Hongo's poem is titled "in memory of ... ". The expression "in memory of" is generally used when writing about a deceased person. Since Hogno witnessed an Asian man being shot and wrote a poem about him, it can be concluded that the name Jay Kashiwamura alludes to the man who was shot in Chicago.
