Was the narrator smart or just a crazy person?

in the story Tell Tale Heart the narrator talks about how he murdered an Old Man for his Vulture eye. If he hadn't said anything no one would have caught him but since he heard a heart beating under the floor he spoke the truth

when he buried the old man underground then the cops came he opened the door then they both sat down (police officers) he started hearing the old man's heart pumping from underground he confessed saying I killed the man show the police officers the old man's heart

he was bragging on in the story how he planned every detail out for the night of the kill he went there for 7 nights until the 8th that's where he's strikes and he was going on of saying if he hadn't confessed he would have gotten away with it but it was all cuz of the old man's heart
