What are the forces that inhibit European unification and what have been the results to date?

Despite the establishment of the European Union, some of the forces that inhibit total unification is the varying laws that exist in each state, the differing power and authority of certain nations over others, and the inability to agree on which nations can be considered a part of the EU as a whole.
