What does it mean to state that in europe "all life is affected by water?"

Most countries in Europe share a border with the Atlantic Ocean, so most have a long history of relying on the water for sailing, both for naval/military reasons and for commercial/shipping needs. Even countries that are not directly on the ocean are relatively close to it.
