Can you think of any reason (s) why China allows only one child per couple? Should government intervene in population growth?

Chine did the only one child policy to reduce overpopulation. I think the second question is just a matter of opinion I'm not sure. In my opinion, I think that the government should intervene in population growth because most of the world's problems link all to overpopulation.
