How might big construction projects like the building of canals and large buildings lead to laws and government like in Mesopotamia?

Because with all the big construction projects, someone needs to lead it. There also needs to be rules with the building or structure. This lead to the development of Government because people realized things worked better when someone was in charge, so they applied it to the Comminity too.
