When the tectonic plate moves above a stationary hot spot it does not affect the activity of the hot spot, it only affects in the spreading process as it moves, in the sense of making the magma that comes out of the hot spot move along with the plate little by little, thus creating one volcanic island, after that another one, and another one, and so on, so a chain of volcanic islands is formed over time.
