    I would say that D would be the most important measure taken against Apartheid and be the most effective of the selection. Personally, I had occasion to do something similar or to play a part in it. When Pinochet was in power in Chile, our Canadian Abbotsford Air Show invited some Chilean pilots to come to perform at the Air Show. I initiated opposition to this with a letter to the editor and in the end they were not permitted to come ie as opposition to Pinochet's fascist government.
