    Answer: countries of Western Europe. Some of them received financial support of Marshall Plan (1947, USA) and entered North Atlantic Treaty (1949, NATO). Winston Churchill not only identified emergence of Iron Curtain (Fulton, USA) but also federalist organization of European states. In 1952 six west-European states decided to form European Coal and Steel Community which is viewed today as a first step to federation of European Union. These states were: Benelux, Western Europe, Great Britain, France and Italy
