The answer lies in the culture that has been developed there!

    Explanation:

There are many other borders like this one in the world. The existence of the border is a culture in itself - mainly because it does not belong completely to either country. The interaction between the people belonging to two countries is an integral part of the economy as well as the culture. For instance, a large territory of the Sonora and Arizona share a cuisine that has a wheat, beef and cheese base.

As for the second part of your question, there are six border crossings which are particularly important for the existence of the communities surrounding them. Most of these function as ports for the conveyance of goods between the countries. The people from both the sides shop regularly on the other side. Plus there are several economic opportunities on either side.
