    Explanation:

    Air flowing down and diverging at the surface is a high-pressure system. The air is moving to the warmer surface and will not condensate or form clouds. This will lead to a lack of precipitation. In hot desert regions, there is little precipitation and the temperatures hot. In the Arctic and Antarctic, there are areas of divergent surface winds as cold air is rushing down to lower latitudes to heat up. This means that is it also dry but cold.
