    Because of its continental location, far from a large body of water to because of its continental location, far from a large body of water to region, and the Arctic Ocean is frozen much of the year which removes it as a source of moisture. Therefore, the air masses that move through these regions have limited amounts of water to work with to produce clouds and precipitation.
