Right below the rigid outer layer of the earth called the lithosphere, there lies dense molten rock and metal. Since this liquid is more dense then the lithosphere pieces itself, the earth's tectonic plates simply "float" atop this liquid. Movement is caused by the earth's core. As heat is carried from the core to the outer, cooler areas, a current starts to form (convection cell). This ultimately moves the plates.
