    True, because to measure climate you have to see what happens over time over a year or two to know what the climate is you wouldn't be able to find out if you only studied it for a small amount of time because if it snows in that area once and it usually never does that not accurate but if you saw that it wouldn't snow ever again you could see how that it not that climate there that's what the weather was that day. : D
