    B. canadian territories are under a constitutional monarchy

    Canada still exists such that the Queen of England is the head of state or formal representative of canada. However they are protected by a constitution and act as an independent nation with a head of government (the prime minister) taking care of actual governmental affairs. The queen does not have direct power in the same manner as the prime minister hence the division head of state vs head of government.
