Rivers are more important to the water cycle than streams ... True or false?

I think the answer would be false, the most important element in water cycle its self is the heat energy or the light, without the light or heat, the water will not be evaporate and form a cloud then later release as a from of rain. The rivers and steam are one of the example that the rain produces or formed.

My answer is False. But I'm not sure if I'm right
