Which section, north or south, did the fugitive slave act favor?

The Fugitive Slave Act favor the South because it allowed slave owners in the South to go north where the freed slaves and are there African Americans at the time we're living. The act allowed them to take the African Americans and freed slaves back into the South and force them into slavery.
