According to the military reconstruction act of 1867, what did a state have to do before gaining readmission to congress?

All of the states that wanted to gain readmission would have to write a new constitution that would be approved by the congress, as well as provide full suffrage rights for African American people, which meant that they had to abide by the reconstruction amendments and laws.
