    A. Wagner Act

The "Wagner Act" (so-called after its Senate sponsor) was officially the National Labor Relations Act of 1935. Previous to that, Executive Order 6763 signed by President Franklin Roosevelt had established a 3-member National Labor Relations Board, but that board didn't gain much authority and some federal court cases limited its power. The new and lasting National Labor Relations Board was established by the Wagner Act as passed by Congress.
