What's The largest European city which is not actually the capital of a country is?

    Most people don't think of Istanbul, Turkey as a "European city", but since it is in both Europe and Asia, it is partially European and would be the answer. But if you add the specification "completely in Europe" the answer is Saint Petersburg, Russia.
