It was resolved by the United States Supreme Court

Even though there was a lot of controversy and even though the Florida supreme court ordered a recount, the United States Supreme Court ordered for the recount to be stopped and this gave the presidency to George Bush. Since the Supreme Court is the highest form of court, their decision was final and there was no way to change it.
