    The founding fathers were concerned about disruptions of domestic tranquility because of the increase in dangers of social disorder so there is a necessity for the central government to protect peaceful demonstration and assemblies, enforce laws, deal with terrorism and provide citizens with a peaceful means of addressing their grievances so the phrase ''insure domestic tranquility '' have been included.
