Historically the second amendment has always been treated as one that is used to reduce the power of the national government. Courts have generally accepted that the right to bear arms shall not be infringed upon and that any national law that prevents people from carrying and having firearms is unconstitutional. In 1939 they established that banning transport of weaponry is unconstitutional. In 2007 the supreme court established that forcing people to have disassembled weapons is also unconstitutional. They also stated that banning handguns or rifles is unconstitutional.
