    False. Thomas Jefferson tried to negotiate with the indigenous peoples to purchase land, or to convert them to join the Americans in a peaceful way, seeking to have allies in the American Indians rather than they allied themselves with the British. He created the "program of civilization" to educate Amerindians in American life, and encouraged them to borrow money so that, after borrowing, they would have to settle their debts by selling their lands. Five tribes accepted the Civilization Program and joined Jefferson, known as "Five Civilized Tribes."
