Why did it take the states so long to ratify the Articles of Confederation?

    Most states wanted to place it on conditions of ratification. But congress refused to accept. Maryland held out the longest. only after ratifying the Articles after Virginia relinquished its claims on lands in the north of the Ohio river to Congress. Then the Articles took place on March 1st 1781
