How was the creation of money handled under the article of confederation

    The Continental Congress, also called the Philadelphia Congress, was the central government but the individual states still held the most powers. Congress had control over the printing of money but the central government could not raise revenues through taxation because the Revolution's principal cause was resistance to excessive taxation. It depended on contributions from the individual states. When the central government went bankrupt and ran out of money, the paper money became essentially useless.
