    He created a strong central government run by him that ended the struggles of the nobles and placed government officials in countries. He was the highest authority and everything had to be as he decreed and there were no parties or liberalism involved at all.

It was the title taken by Ying Zheng, who became king of the western Chinese state of Qin, when he and the Qin conquered the other states of China and established the first unified Chinese empire.
