The purpose was to prevent Japanese aggression and end the war in the Pacific. It was an ultimatum that Japan had to sign or they would face destruction, as they were threatened by it. They also had to disband their army and not have a standing army in the future. It had to be signed and the war had to be ended, and it did in the end.
