    Radical republicans wanted to protect the blacks and ban exconfederete leaders from gaining political power. Freed people wanted a new life and escape from white violence and discrimination, exconfederates wanted to preserve slavery and remain superior to the blacks. Conflicting motives led to conflicting legislation and poor enforcement such as the black codes and 14th 15th amendments.
