    The new ideas that were introduced to give voters ore power was making minor reforms like The Pendleton Civil Service Act. This law set up a merit system for awarding federal jobs. Under the Pendleton Act, more than 10 percent of government job applicants had to pass an exam before they could be hired, Which started to reforming other government practices.
