Why did smaller states favor the new jersey plan over the virginia plan?

    The smaller states favored the New Jersey Plan over the Virginia Plan because it meant equal recognition in Congress. The New Jersey Plan stated that each state, regardless of population, would have 2 representatives. However, the Virginia Plan stated that representation should be based on the population of states.
