If the set up of the Senate is so fair to the smaller states, why did the framers, including Madison, decide to include a House of Representatives?

    Prominent leaders such as James Madison wanted to include a House of Representatives to ensure that the educated would include a good representative to ensure equal standards to the general public, as the general public would ensure chaos in politics, as such were uneducated.
