    It closed a back door that Texas politicians were using to disenfranchise black voters. In Texas, the Democratic party was permitted to set internal rules for their primary which restricted the votes in the primary to white voters only. Doing this effectively disenfranchised black voters in that they had no chance to get a candidate of their choice into the actual election.
