    The Commerce Clause of the Constitution governs all interstate travel as it effects the economy. Trucking definitely effects the economy of the United States, and as such, the federal government would have the last say on this issue. States can make laws regarding this issue, but if it is in conflict with a federal law, the federal regulation will rule.
