To accept a government and its constitution as legitimate , what must citizens do?

For a government and its, Constitution to be considered legitimate citizens must give their consent known as the consent of the governed. It was during the 17th century that consent was seen as the main source of political legitimacy and with John Locke's version of the social contract theory that elevated consent as the main source of the legitimacy of political authority.
