The Fugitive Act of 1850 was known as the Bloodhound Law for the abolitionists. The Act gave the right for the masters to search for their slaves. If so ever, slaves were captured, they will be brought back. The compromise 1850 created slave free states which are found in the North. It attracted the slaves who tried to escape from their masters. The Fugitive Act gave the right to capture the slave even on free soil.

But if the slave is taken by the master to a free state and allowed the slave to be free then the slave is considered free. If not, the masters have the right to take their escaped slaves in a free state.
