Were the delegates justified in creating new rules for the ratification of the proposed constitution

    The requirement of ¾ ratification was tested when Rhode Island refused to ratify unless the Bill of Rights included 12 Amendments instead of the 10 that we know today. Thus, the exact wording of "The ratifications of 9 states shall be sufficient to establish and maintain the Constitution ... " (or something to that affect ... I'm working from memory here).
